Monkeyshines with Magnet Schools?

Problem with use of designated funds in Stonington

Recently, I heard that CT State gave a sum of over $40,000 Stonington, designated for the Stonington Board of Ed to transport students to Magnet Schools in Groton and New London.

Now I've been told The Stonington Board of Finance is keeping that money and refusing to transfer it to Stonington BOE. Thus, Magnet School Transportation is no longer available to students. The Town says the BoE doesn't need any more money.  

So the Town of Stonington is keeping designated money from the BOE. Would that not be considered accepting money under false pretenses?  Does the State of CT endorse such changes?

What an interesting, fascinating world we live in.....
