2.  Groton's will be held at 7:30 p.m. today in the Town Hall Annex. The hearing is a chance for residents to comment to the town council about Groton's spending, taxes and finances before the budget is submitted. 5.  The council is expected to vote tonight on studying the possibility of acquiring the sail of the USS Groton. The council approved a resolution in 2007 authorizing a committee to study the matter, but the committee was never appointed. The plan now is to have the mayor appoint a committee to look at the cost and logistics of obtaining the USS Groton's sail and propeller, and to suggest a place where it might be displayed.
