Groton City Will Search For New Police Chief

Chief Bruno L. Giulini will retire in July

 

Groton City Police Chief Bruno Giulini will leave his post in July, and the city mayor said she hopes to begin searching for a new chief by May.

Giulini announced April 3 that he would retire from the job he has held since July 2002. Giulini formerly served as chief in Westerly, R.I. but spent the bulk of his career - 28 years - as deputy chief in South Windsor. He could not be reached Monday.

Groton City Mayor Marian Galbraith said the chief has improved technology in the department and boosted the focus on training. She cited the city’s integrated records system, which allows the department to transfer information that dispatchers enter like names, birth dates and street address, directly into police records.

Cruisers are also now being equipped with video cameras to capture traffic stops and minimize liability, she said.

The department has also coordinated computer systems in the cruisers with the system in the main building.

“That means that much more can be done out on the road,” Galbaith said. “And keeping people out on the roads, that increases security then.”

Swearing in

The city will also formally swear in a new interim captain and promote two officers at a ceremony at 6 p.m. on April 23 in the Groton Municipal Building.

Thomas Davoren, a former colonel with the state police, will be sworn in as a interim captain.

Police Officer Mark Tourville, who’s been with the city police department 22 years, will be promoted to patrol sergeant. Officer Steve Smith, who’s been with the department three years, will be promoted to corporal.

“These are very important events in an officer's career, and I think those should be recognized,” Galbraith said.
