Proposed Bills Would Limit Speed Of Boats, Strengthen School Bullying Rules

Local lawmakers Introduce State Bills

Local state legislators have introduced dozens of bills this session, including ones that create a speed limit for boats on the Mystic River, strengthen school bullying laws and prohibit the unauthorized transmission of crime and accident scene photos.

Rep. Elissa Wright, (D-41st), is serving a second term and has introduced 15 bills, including:

§  HB05300, An act concerning the speed limits of boats on the Mystic River.

§  HB05324, An act made in an effort to reduce identity theft by prohibiting health care providers from including a patient's driver's license in their health records. The Joint Committee on Public Health voted to draft.

§  HB05542, an act to equalize the sales tax of landline and satellite based telecommunications; systems

§  HB05543, an act to create a system for collecting sales tax from online retailers HB05544, An act concerning a homestead exemption.

§  HB05545, An act concerning the collection of sales tax by remote sellers.

§  HB05551, An act concerning a credit against the personal income tax for property taxes that exceed six per cent of a homeowner's income.

§  HB05555, an act to impose sales tax on the service fee levied by online travel services for providing discount hotel rooms.

§  HB05652, An act to increase the amount of the Mashantucket Pequot and Mohegan Fund revenues returning to cities and towns and to assist casino-impacted municipalities in meeting their host community obligations.

§  HB05794, An act renaming the state police forensic science laboratory as the "Dr. Henry C. Lee Forensic Science Laboratory".

§  HB06020, An act concerning the Connecticut Siting council.

§  SB00532, an act to allow the State Bond Commission to issue state bonds (aggregate principal amount cannot exceed $750,000) to be used by the Department of Human Services to provide funding to Hospice of Southeastern Connecticut to build a residential hospice facility in Norwich. This bill was referred to the Joint Committee on Public Health, where it was voted to draft.

§  SB00760, An act prohibiting the sale or possession of Salvia Divinorum.

§  SB00761, An act prohibiting the sale or possession of synthetic cannabinoids.

§  SB00790, An act concerning unauthorized transmission of crime or accident scene photographs or videos. "Joshua's Law" is meant to protect the privacy rights of the families of deceased victims of crimes or accidents.

Sen. Andrew Maynard, (D-18th), now in his third term, has introduced 26 bills, including:

§  HB05290, An act authorizing the sale, via internet auction, of license plates issued by the Department of Motor Vehicles.

§  HB05300, An act to create a consistent speed limit for boats on the Mystic River.

§  HB05534, An act concerning reductions to the minimum budget requirement for towns.

§  HB05566, An act exempting nonprofit volunteer ambulance services from state insurance requirements.

§  HB05652, An act to increase the amount of the Mashantucket Pequot and Mohegan Fund revenues returning to cities and towns and to assist casino-impacted municipalities in meeting their host community obligations.

§  SB00375, An act concerning special "silent service" motorcycle number plates for veterans who served aboard a naval submarine. The Joint Committee on Transportation voted to draft.

§  SB00376, An act concerning disability compensation for veterans, to provide, in accordance with federal law, that the service-related disability compensation received by a veteran is excluded from property and income calculations in court proceedings. A public hearing is scheduled Tuesday, Feb. 10.

§  SB00464, An act establishing a Connecticut beer trail. A public hearing is scheduled for Tuesday, Feb. 8.

§  SB00529, An act establishing a center for the provision of autism services in southeast Connecticut.

§  HB05568, An act to exclude stand-alone units from condominium association insurance requirements when condominium association documents indicate that the maintenance, repair and replacement of entire freestanding units are the responsibility of the unit owner.

§  HB05581, An act providing state aid to a municipality in which a state-operated sexual offender treatment facility is located.

§  HB05597, An act requiring the state to fulfill its obligation in releasing PILOT money to towns that host correctional facilities. A public hearing is scheduled for Sunday, Feb. 7.*

§  HB05610, An act to: (1) Require that there be no substitutions by pharmacists when filling prescriptions used for the treatment of epilepsy; and (2) expand the use of collaborative drug therapy management agreements between pharmacists and physicians. The Joint Committee on Public Health voted to draft.
